Manila Water, east zone concessionaire, said construction of its P2.7 billion East Bay Water Treatment Plant (WTP), which will draw water from the eastern part of Laguna Lake, considered the cleanest portion of the lake, is expected to be completed by April 2023.

In a statement, Manila Water Senior Project Manager Byder Nangit said the East Bay WTP is part of the East Bay Water Supply System Project that seeks to expand Manila Water’s services to more towns in Rizal Province as part of its commitment of providing quality water service to the underserved areas in the East Zone.

Nangit said that once operational, the Phase 1 East Bay WTP is designed to provide 50 million liters per day of treated water to 390,000 population in the towns of Jala-Jala, Pililla, Baras, Cardona, Morong, and Binangonan in Rizal Province.

Components of the P2.7 billion WTP project include an eight-million-liter (ML) capacity reservoir, an intake structure, pumping station, and Water Treatment plant using Dissolved Air Flotation (DAF) system, multi-media and granular activated carbon (GAC) filters as well as Reverse Osmosis system, said Nangit.

Manila Water’s Project Management Group (PMG) acknowledges that a project as massive as this requires the cooperation and buy-in of key stakeholders to be completed and operational as scheduled.

“Manila Water has been regularly coordinating with the relevant Local Government Units and the Laguna Lake Development Authority (LLDA) to ensure that the project complies with all necessary laws and regulations and is implemented upholding strict safety protocols,” Manila Water PMG Stakeholder Engagement Department Head Badet Del Rosario added.

To complement the WTP, two submarine pipe-laying projects are also currently being implemented. One pipe system connecting Morong to Cardona is already 50 percent  complete, while another HDPE pipe system connecting Pililla to Morong has already begun construction. These submarine transmission lines will convey treated water from the WTP to the distribution system to safely reach customers once the facilities begin operations.
