Moscow Mills, Mo. - The Board of Alderman voted on August 8 to use an old water treatment building as a gym for city employees.

The motion was on July’s agenda but got pushed to August as Police Chief Terry Foster, who proposed the plan, could not make July’s meeting. The old water treatment center, which was used for the processing and treatment of water pumped at the well in that location, currently sits unused and empty on Jefferson and Tower street. The Moscow Mills police department bought some weights and a rowing machine during COVID, when gyms were shut down, to help officers stay fit. After some office renovations, the equipment was placed in storage. 

“We had equipment and I thought it would be nice to share it with all the city employees, and that would be a space that all city employees could go to.” said Foster.

There was discussion on several logistical aspects of the decision. Alderman Cody Quist raised concern that dedicating the space as a gym would require purchasing more equipment, but the board agreed that future purchases would be optional and at board discretion if departments proposed expanding. 

Questions were asked on if the space would raise liability issues. City attorney Cindy Davenport counseled that if employees worked out on the clock, current workman’s comp would apply. Foster had asked the city’s insurance, MIRMA, about liability. A representative told him that an employee injured off the clock had no connection to the city, even if the city owns the place where the accident happened.

The board unanimously passed a motion to install an insulated garage door and use the space for a gym.

There are city employees who expressed interest in using the equipment. Moscow Mills police officers do get a gym stipend of around $140 a year. Foster noted that the water treatment building would be nice when meetings and busy days keep officers from making it to an outside gym.
